Though Australia’s population continues to grow from natural increase, its rate of growth is largely determined by immigration, influenced by a combination of market conditions and Commonwealth policy. The report assesses whether the growing population has been used to best advantage, including identification of regions which are over-populated in the sense that available labour is less than fully utilised.
